St. Petersburgh, February 25, 1911.
I was informed yesterday by M. Sazonow that the Russian Government would not countermaand the orders given for the mobilization of troops on the Turkestan frontier, but would carry them out by way of an experiment to test the working of the system.
The Chinese note contained nothing as to China's intention to maintain the Treaty of 1881, but assurances to that effect were given verbally by the Chinese Minister at St. Petersburgh in the name of his Government,
